In 1999 the Oregon Legislature adopted Senate Bill 555, which established a state policy requiring state agencies to work in partnership with local communities to plan, coordinate, and provide services accordingly for Oregon 's children and families. It defined the role for the state and local commissions on children and families in coordinating and facilitating community-based comprehensive planning. Coordinated Comprehensive Planning is a process that engages communities in assessing their needs, assets and strengths, and examining their capacity to support children, youth, and their families. Positive Youth Development was one of the three possible choices for the youth oriented goal. Youth Development is a state of mind and a mode of operation that affects decision making, allocating resources, conducting community discussions, prioritizing goals and other aspects of youth work.
